Important Changes Coming to CalFresh/Food Stamps

As of September 1st, San Francisco will be required to reinstate federal work requirements for CalFresh if recipients want to keep their benefits for more than three out of every 36 months. The requirements will apply to those known as Able Bodied Adults Without Dependents (ABAWD) – adults between the age of 18 and 49 who have no children in their household and do not qualify for an exemption (visit SFHSA.org for a list of exemptions).

new RPP Area, Area EE, replacing the portion of Area X east of Iowa Street. If you live or own a business within the new Residential PermitParking (RPP) Area EE you may be eligible for a RPP permit.

Please Be Advised of the Following Important Dates:
  • Installation of Area EE parking permit signs and multi-space meters will begin this month.
  • Parking Enforcement starts September 4, 2018.
You are eligible to purchase an Area EE parking permit if:
  • You are a resident of Area EE and have a motor vehicle registered in your name at your address, or
  • You own or lease commercial property and actively engage in business within the approved area (see rules for obtaining an RPP Permit, Rule # 6).

How would you spend $600,000 to improve transportation? Join the Steering Committee and help your community direct $600,000 in Bayview Transportation Funding.
The San Francisco Municipal Transportation Agency (SFMTA) has secured $600,000 to improve mobility and access for the Bayview’s residents. As part of the Bayview Community Based Transportation Plan, these funds could be spent on infrastructure, such as new bus stops and improved routes to transit, or on programs, like a community shuttle or more frequent MUNI service.
To decide on how to spend these new funds, the SFMTA is launching a participatory budgeting exercise. Through participatory budgeting, community members work together to come up with ideas, develop them into proposals and vote on where the money will go.
The first step of this participatory budgeting exercise is to create a Steering Committee of community members. This Steering Committee will decide on the rules of the participatory budgeting process, which projects are eligible for voting and funding, and how the overall process is run in the community.
The SFMTA wants there to be no barriers to participation in the Steering Committee. The agency will be offering compensation for community members willing to dedicate their time to this effort. Women, people of color, seniors, youth, and people with low incomes are especially encouraged to apply. Applications are available in both Spanish and Chinese.

Bayview Uncorked is a celebration of San Francisco’s Bayview district. This annual fundraiser brings the community together and supports local makers, wineries, breweries, and artists. This year’s beneficiary is Bayview non-profit organization, Imprint City.
Over 30 local wines and beers will be available to taste from including August West Wine, Black Hammer Brewing, Cellars 33, Fort Point Beer Company, Flywheel Wines, Gratta Wines, Harmonic Brewing, Laughing Monk Brewing, Magnolia Brewing, Raff Distillerie, Sequoia Sake, Seven Stills, and SF Mead!
Tickets are available for purchase at Eventrbite.com ($30) or at the door ($35, cash only). This event is 21+ only and IDs will be checked at the door.
Neighborfest

Neighborfest is right around the corner!
Starting August 4th and going through November 3rd, the  Neighborhood Empowerment Network (GSA) is supporting residents in your district as they create intimate block parties. Just as the late Mayor Ed Lee learned when he went to New Orleans to learn about their recovery, when neighbors know neighbors, their community is more resilient. And that is just what Neighborfest is designed to do, help neighbors meet neighbors. Then we take our Neighborfest table with map of the host’s neighborhood and talk to them about emergency preparedness and resources the City offers to help prepare residents for disasters.
Starting in August there are 10 planned block parties (they still have to go through the ISCOTT process but we expect they’ll be approved) in your district. Here are the details of the block parties (the hours are subject to change by the hosts).

Billed as the largest celebration of Filipino Americans in the U.S., the the two-day event organized by the Filipino American Arts Exposition (FAAE) is expected to draw over 80,000 people over the weekend.

Free School Supplies for Homeless and Low-Income Residents
Free the Need – Free the Need’s Back to School Giveaway originated at Siskiyou County in 2003, and has become a special community event that prepares children and teens for school with clothing, backpacks, school supplies, personal care items and haircuts. Last year, Free the Need successfully extended their giveaway to the San Francisco Bay Area. Parents interested are encouraged to apply online at freetheneed.org.
BMAGIC – The Bayview Hunters Point Mobilization for Adolescent Growth in our Communities (BMAGIC) aims to equip children from kindergarten to 12th grade with essential school supplies to celebrate the beginning of the new school year. They will provide backpacks filled with school supplies to Bayview-Hunters Point families in need on Sunday, August 18th from 11:00am to 2:00pm at NOW Hunters Point (155 Jennings St).
St. Anthony’s Foundation – St. Anthony Foundation’s Free Clothing Program is a free program providing homeless and low-income residents with clothing for work or job interview, winter attire, and clothes for students. Program details can be found at stanthonysf.org.
Child Support Services
San Francisco Department of Child Support Services – SFDCSS empowers parents to provide economic support for their children by furnishing child support services in the form of location of parents, establishment of paternity and support obligations, and enforcement of support obligations thereby contributing to the well-being of families and children. Walk-in services are available at:
  • SFDCSS Main Office at 617 Mission Street, Monday through Friday from 8:00 am to 5:00 pm
  • San Francisco Superior Court, 400 McAllister Street, Room 423, Tuesdays and Thursdays, 9:00 am to 11:30 am and 1:00 pm to 4:00 pm

Five-Year Review Available for Public Review and Comment Through September 7, 2018

The Navy follows federal guidelines during the cleanup at HPNS established in The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 (also known as Superfund), as amended by The Superfund Amendments and Reauthorization Act (SARA) of 1986. In accordance with federal requirements, the Navy conducts reviews of remedies at HPNS every five years.

This is the fourth Five-Year Review of remedies at HPNS, providing an update of the status of remedial actions at HPNS and progress made since the third Five-Year Review in November 2013.

Comments on this document must be submitted to Derek Robinson (as noted above) by September 7, 2018.

As the Navy’s community technical advisor for HPNS, Dr. Higley is available to help answer your radiological health and safety questions. About Dr. Higley

Dr. Higley is the Head of the School of Nuclear Science and Engineering at Oregon State University. As a Certified Health Physicist, she holds degrees in Radiological Health Sciences and is an internationally-recognized expert in radiological health and safety. She is a highly qualified independent resource available to the public to assist with HPNS radiological issues.

Navy Community Liaison Available for Information

On behalf of the Navy, Mr. James Bryant is available as a resource to the Hunters Point Community during the radiological retesting at HPNS. You may drop in to Mr. Bryant’s office anytime during regular office hours to pick up information, ask questions, or leave comments on the Navy’s cleanup at HPNS.

Mr. Bryant’s office is located at JBR Partners, 1333 Evans Avenue, San Francisco 94124. To schedule a time to meet with Mr. Bryant, please call him at (415) 970-9051. He is also available by email at community@sfhpns.com

Mr. Bryant is a local Bayview resident with a long history in community outreach. Mr. Bryant welcomes you to strike up a conversation when you see him out and about in the Bayview. In addition, he welcomes your comments and questions at when he attends various local community group meetings and events.

How to Comment on a Navy Document

The Navy encourages members of the public to review and comment on documents related to the cleanup at HPNS. Federal law requires an official Public Comment Period for specific documents. In addition, the Navy may release additional documents for public comment to encourage public participation in the cleanup process and to gain feedback on the work planned.

Listed below are a few suggestions about how you can get involved with the Navy’s cleanup at HPNS. In advance, thank you for your input!

1. Access and read the document(s) available for public comment
Go the Navy’s website or visit one of the local Information Repositories (see Document Review Locations, above) to review the documents included in a current official Public Comment Period.
2. Clarify your concerns
Work plans and findings reports are technical in nature. If you have questions or need clarification, contact Navy team members and other experts to help you understand whether your concerns are addressed in the document.
3. Document your comments
Write down your comments. Be as specific as possible, noting the section and page number your comment applies to.
4. Be constructive
When possible, offer feedback that may be used to improve the program. Comments that are specific, measurable, attainable, and relevant are best.
5. Be timely
To be sure that your comments are included in the official record, make sure you submit your comments before the official Public Comment Period for the document you are interested in closes.

NOTES: FREE books are available for children ages 0-14. Be sure to come back often, there’s no limit to how many books you can receive. Let us help build your child’s library! We’ve also included a YA title that would appeal to adults as we know modeling is important.    Children and their families can take as many books as they’d like and keep them to build their own home library.  No strings attached.  The books will change titles every 2 weeks and the program runs through August 31 or while books last. Titles are available in English and Spanish, and we also have Chinese language books available at the San Francisco Main and Bayview Branch libraries.
